Signs of Infighting Surface Among Chinese Leadership in Leaked Document

An internal document of the Chinese Communist Party (CCP) recently leaked to The Epoch Times exposes an ongoing internal struggle within the party between Xi Jinping, the head of the regime, and Li Kechiang, the premier, who have different visions for the CCP’s management of the Chinese economy. The confidential circular, issued by the Shijiazhuang City Commission for Discipline Inspection (CDI)—a branch of the CCP’s anti-corruption agency, the Central Commission for Discipline Inspection (CCDI)—on May 25, 2020, mentioned that the CCDI’s investigation team conducted research on May 9, 2020, to “coordinate epidemic prevention and control with economic and social development.” The document shows the CCDI getting involved in State Council affairs, giving guidance to local authorities on “resumption of work and production.” Under Xi Jinping, the CCDI has become the CCP’s main watchdog.
